Morale has no effect at all in Frontline.
This is not true. With 2.4 Morale now acts as an ilvl upgrade in any PvP area, including frontlines.
This only has an effect on i70 pvp gear with 10 morale on it. In frontlines this gear becomes i70 + 10 morale = i80, and it will have identical stats to an i80 piece of gear with the same substats (I have tested this with the i70 tank boots that give CRIT/DET and the i80 boots from the old expert dunegons. I swapped both of them and my stats did not change at all).
i90+ pvp gear already gets synced down to i80, so it has no effect in frontlines on this gear.
Moral works with all gear in FL, not just i70. It will help push secondary stats to the i80 cap.
For example, i100 Hellwolf Choker of Aiming normally has 12 crit, but gives 14 crit while in FLs because it's being synced from i110 instead of i100.
That's not how item levels work, though...
Unless FFXIV's item level system is ENTIRELY different from EVERY OTHER MMO on the market that uses it, item levels are just an indication of the overall value of stats (or of stat potential) on a piece of gear. In other words, a piece of gear's item level is its "stat budget", and that budget is allocated into various attributes and stats. It doesn't matter if a piece of gear is item level 90 or item level 900, if they're both synced down to item level 80, they'll both have the same combined value of all their stats because they'll both have the same "budget".
Considering the above, unless Morale boosts a piece of gear above the item level sync threshold, what you're describing simply isn't the case.
It may actually work as Layth describes if the stat increase from Morale happens before ilevelsync take effect.
If Morale applies before ilevelsync then the the Hellwolf Choker of Aiming would be Morale boosted from +12 Det +12 Crit to +13 Det +13 Crit and then synced down to +10 Det +13 Crit as the i80 stat caps for jewelry are +10 Det/Pie +14 All others.
Ilevel isn't a stat budget in XIV, but a gear stat cap determiner. Pretty much all Green and Blue gear have a "Main" Secondary stat which is at the ilevel stat cap and a "Secondary" Secondary stat which is at roughly 2/3 the ilevel stat cap.
You can see it's giving me 11 dex, 10 det, and 14 crit. Unsynced and not in pvp it gives 16 dex, 12 det, and 12 crit.

Yeah. I wasn't 100% sure on that, so I only threw that tidbit in my post as an aside. Thanks for clearing that up.
Very interesting! I never considered that Morale might come into effect first, boosting the stats up to the ilvl 80 cap once the item level sync is put into place and thusly "raising" the stats of the gear. That's very interesting, indeed! I would have thought that the item level sync would be put into effect first, but apparently this is not the case.

This also means that there actually is a reason to get PvP gear above item level 70 for Frontlines and i80 synced Wolves' Den, doesn't it? The difference would be very, very tiny, but it's still there. What an interesting way to handle item level sync...
