He probably said "This turn requires players to be level 50." Though Mr.Happy is often the most confusing sorce of information, and you should go to other guides instead of his - such as MTQcapture or Xenos as they provide more accurate, detailed, structured, concise guides than he does. /shameless advertising for awesome guide writers.

Even still; there is NO level synch or Item Synch (as shown in my previous pictures) for Final Coil of Bahamut. Only a minimum item level to enter, and even that wasn't always there.
