Unable to get/use Chocobo Companion

Steps:
1.I trieed to explain this to in game support but not sure whether I'm being understood and after a few exchanges I got no solution. As a legacy player I came back a couple weeks ago but the old Chocobo whistle was not present in my inventory neither can I try using Greens to summon it as a companion.
2. Maybe because in 1.0 I was with the Flames and now I'm with Mealstorm I can't find a way to use that chocobo but neither do I have the option to the "My Little Chocobo (Maelstorm)" quest.
3. I would like to have the opportunity to receive my companion chocobo and be able to comtinue with the quest line "My feisty Chocobo"

You have a special PNJ in each capital (idk the english word, in french it's "consigneur") who can give you back items from 1.0, and chocobo whistle is one of them. In Gridania he is near Mog postman (theater).

Yup this, the NPC is called the Calamity Salvager. They can be found in all 3 starting city states.

I tried using this NPC in Ul'Dah but the Whistle is not there.

My idea is that because in 1. I was a member of the Immortal flames and am now with the Mealstorm the item might not be available because of the incompatability.
