It's perception bias. Due to the (pseudo)random nature of the DF, you may have had a string of these people, and now you're suddenly aware of the mechanics. Because you're now paying attention, it seems to happen a lot more. Blue car syndrome.
I think hes asking why are the Jerks always from another world and not his, i could be wrong, but thats what it looks like hes asking, he says he understand they are from another server but not why the jerks are "always" from another world and not from his. which the answer to that is, Jerks are everywhere.
I do think it's largely random. I'm sure if you charted the times and days you may be able to find a pattern, but it wouldn't mean that players on other servers are worse than players on yours. It would mean that more players are on at that time. More players = more chances for a jerk.
Let me give you an example. During 2.3, Sunday nights were a grief fest on Siren for hunts. One Sunday night however, it was magic. three S ranks were up at the same time and the group, in an organized fashion, tore through them. Timers called and honored, the whole deal. Same with the A ranks that followed.
What made this Sunday night different than any other Sunday night? Maybe nothing. But by strange coincidence PSN was down locking a large percentage of players out of the game. Are PS players jerks? Nope. No more than PC players. I played WoW long enough to know that Jackass isn't limited by what you play on. But having less players on meant fewer chances at dealing with a jerk.
Also, these right here are words of wisdom:
Insanity is a gradual process, don't rush it - Ford Prefect
Nanaho, I can only say that each time when I wanted to check players I found out tat hey are from another server. Nothing more
Also? Simple odds. The majority of other players you encounter will be from other worlds. If you happen to want to look someone up, they're probably going to be from elsewhere. For Chaos data center, there's only a 1/8 chance that any given random person is from your server. And that's the data center with the fewest servers. The odds only increase for your US data center character.

You say it started around october. Which is also the time when people moved from hunts to dungeons for farming stuff. It's also when people who had to do coil had to start farming a new currency to keep their characters competitive. Thus, condescension is born.
The "Another World" could also mean that they are IN "Another World", i.e. they are currently on another server in an instance. Kind of like you only see the opposite team in a PVP match as "Fresh Meat". If you check on another player while they're in DF, you'll see them being in "Another Wordl" aka instance server.
Just an idea

If you are looking at the party list and they all show a red box with an arrow inside and say "another world", it doesn't mean they are definitely from another server, it means you are all in an instance dungeon together. This is something I think most of us are not explaining (repeatedly) because it's something only new players wouldn't know. ><; The only way to definitely know if your teammates are from other servers is if you take the time to look them up on Lodestone. :/
Also, there could be some language barrier thing going on. >.>;

This has been discussed before on the OF. While I too wish the blist would keep these bozos out of my dungeons, can you imagine how difficult it would be for 8 players' blacklists to be checked before they could be grouped? The wait time could be immense. >< I think though that the blacklist should keep people off your party finder, but I am not sure even that would work. :/

Given that Blizzard uses a similar system and does this now - and has for several expansions, I suspect this is more of a development time constraint or simple oversight on Square's part than a real technical hurdle to overcome. I know that square couldn't get every bell and whistle in right out of the gate, so hopefully they can put this in in 3.0.This has been discussed before on the OF. So, you're going to avoid using the duty finder queue entirely? Throwing the baby out with the bathwater is almost never the best answer.
