Graphics on an intel hd 4000 gpu

FPS hovers around 30 with all settings/effects turned off or low.The integrated card for his PC can't be replaced or upgraded, so while the game runs fine on low, there is still room for improvement.

Will there be anyway to further strip the game of surrounding or further lower the texture/quality?

I don't have an FPS issue in cities or anything, but my max even when alone is 30ish.

There is an option in System Configuration to lock fps at 30, 60, or unlimited, maybe it's set at 30fps by default on low-spec PC setting.
