Lockouts are a pacing mechanism because we obsolete content every 6 months. Shocker, but people can play content faster than a team can program it. You can play 99% of the game in 110 free farm gear on any job you want. Just because you can't 130 10 jobs in a week only needed for 3 fights in the game does not justify removal of the pacing mechanisms in place.

As for op, it's the same pattern. 2.5 ct and buffing sold tome sources. 2.5x upgrade items added to ct. 2.59 (whatever last update # before 3.0 is) final relic upgrade, increasing upgrade items in new ct/fcob. Story arc to 3.0.

Don't know why people think they are going to drastically shake up the formula they have gone by to this point so much. 3.0 is the shake up. Business as usual till then.
