Closest thing is to dye your armor silver or gold to get that shine look, but no you can't have the "wet" effect at will.

Make the raining dance, or... Go to some part of Gridania, often raining there. Or you could ask the devs if you could apply Fluid Aura on yourself just for wet your clothes.

Not gridania... try mist or thanalan... soooooooo much rain in there... Gridania has got to be the driest of all the places at this point.
