Form Party Finder parties the same way as Duty Finder

The party finder is a great tool but I think it could use some improvement. My biggest issue is that when you're forming a party with party finder a lot of times it takes a long time to fill the party because people don't want to just be sitting in a party doing nothing while the party fills up. Even if people are interested in what you are doing, most people won't join until the party is almost full.

So I think it would be better if you could click on a person's party to say that you're interested in what they are doing, but don't actually join the party until the party is full. That way you can keep doing what ever you want similarly to how the duty finder works.

To make it even better, allow you to click that you are interested in multiple party finder groups and join which ever one fills up first (like duty finder).

TLDR: I'm asking if party finder could be changed so that the party is not actually created until all the requirements of the party finder have been fulfilled.

If so, it should be an option that the person setting up the party can choose to offer or not. Some parties (FATE or Hunt parties in particular) can begin their content while the group is just partially filled, and shouldn't have to wait until it's a full 8-man group.
