I think you're vastly oversimplifying things. I could just go and say Miqo'te are just Midland Hyur with ears and a tail but we both know that's not entirely true. I imagine the premise behind the female Roegadyn was powerful but still sexy, which I feel she clearly conveys. The gigantic hulking muscles look doesn't exactly work for females though I feel they made it work with the males.

Also more-so in-game than in the initial concept art, she looks decidedly Roegadyn. I don't think people are going to be confusing the female Roegadyn for other races.

Meanwhile, the devs have also been able to make their job easier by filling in parts of the body to work with the existing clothing models for female elezen, much in the same way Mi'quote share models with hyur. Rather Tactful and still maintaining clear distinctions in racial features.
