Could be. Looks like a duck, quacks like a duck... buuuut...
On one hand, all signs point to Midgardsormr making an appearance in 2.5. On the other hand, he's been the defining feature of Mor Dhona's landscape since 2010. They can't just remove him for anybody that's completed up to a certain point. Forget that people would lose the #1 screenshot destination of FFXIV, but that Sightseeing Log entry would be... problematic, at best, lol. So, how could he return for 2.5 without making that skeleton disappear? In an Echo? As a primal? Summon his essence from the Lifestream? Reborn as Jormungandr? Most of those have a limited shelf-life and if the big reveal was that he was permanently coming back, PR probably would have held that art back a little longer.
Also depends on who you think the dragon in the Heavensward trailer is.
It's been hinted for a long time that Nidhogg would return, and like Midgardsormr he is a king among their kind.
Yep. The 2.4 story hints at it too.
I figured that was the dragon in the DRG story. Nidg.... something. Don't remember how it's spelled.
Is there not a battle in 3.0 titled "Wyrmking vs. Thordan and his Knights Twelve" and is Midgarsormr not the Wyrmking? A case can be made for Nidhogg but, afaik, we haven't heard anything about him coming back to life (out of hibernation)...yet. Food for thought.
EDIT: It's still very, very, very probable that we'll see Midgarsormr in 2.5, maybe even have a chat with him, but the conclusion to all that business will likely be left for the expansion.

I assume that the 3rd image is just a reminiscence towards him since he wrung himself around the ship -( you can see the ship - I used to assume that it was a crystal) to bring down the garelans.

Bahamut was a king among dragons too. And his lifeless yet regenerating body was still in the coils when Lou sent us into the burning heart. Death means nothing in Eorzea when wishes and crystals can create anything.
Midgardsormr is most certainly a wyrm king, but is he the Wyrmking?
In 1.0, there was a location called Wyrmking's Perch in Northwest Coerthas. I'm not saying it's not impossible that it was named for Midgardsormr, but he lived a region over, unseen and allegedly sleeping in a lake, tasked with protecting Silvertear Falls for gods know how long, whereas Nidhogg personally set Ishgard on fire eight times.
Of course, if there's two dragon kings, there's probably more. What of Fafnir? Vrtra? Tiamat? Ouryu? SE could pull any of them out, really.
I won't be counting those puk before they hatch.

Bahamut, first of the Meracydian brood, didn't truly return any more than Good King Moggle Mog XII did, whereas these dragons look to be quite legitimately living scalekin
On the other hand, the dragons seen in the Heavensward trailer are of the same species that Midgardsormr summoned from Dravania for the Battle of Silvertear Skies, and we've never seen them in any other capacity, yet.
