


If that is the case though, there is no point in implementing this because the challenge is already in the game. You can enter these dungeons any time you'd like at the minimum ilvl. This feature seems like a way to get both challenge and rewards and the rewards are what will stop its queues from becoming a ghost town after a couple of weeks.

There are a number of players that would enjoy this kind of challenge and the lack of reward would cause others who are more reward minded to not bother. Kinda a win win on both sides
A small* number, which is the problem, if they give no rewards not enough will do it to warrant a new queue, there are more people who do content for loot than those who do it for challenge.
Indeed, this is exactly so. Even Savage Coil gives the same rewards as standard Coil (with added titles). At the very least this would need a Sol reward on par with the Low or High level roulette, I would say about 80-100 tomes.
