It's not always about them leaving.
When a tank/healer or any job queue for multiple dungeons it rotates them to the one that starts up first.
It's just bad luck when the tank that was queued for your satasha but they were just queued for "Low level roulette" get snagged by another party that was just built up faster.
It can easily occur in an instance where say ok you are a DD and you have another DD that are queued for Satasha.
That tank enters your party for now but then a healer queues for Stone Vigil.
Because two other DD are queuing for SV as well that tank is then moved over to SV because that tank is set as roulette thus completing that parties DF requirements while yes sadly causing you to lose the tank that was temporarily set for your party.
As a healer one time I had to wait over 10 whole minutes! True story.

If you want to level up your job. Here are some options:
1. Queue up for Dungeon. (Whilst queued proceed to 3-6).
2. Queue up for a Guildhest as well.
3. Do your hunting logs.
4. Do your Challenge logs.
5. Do Leve's/Grand Company Leve's.
6. Do Fates (In more than one area, for the sake of scenery, enjoyment and such).
7. Do quests (If this is your second character, this probably will not apply).
8. Do beastmen daily's.
9. If you have Treasure Maps, do those. (There are some lowbee ones, and this is probably the slowest way to level).
10. If all else fails and queue times are still very long. Create your own party, actively search members and invite them. I do this all the time as DPS and it sometimes works, but more importantly I'm not watching the clock.
If you want the gear fast:
The fastest way to do this, is to create your own party's. Not many options but this is the best/most realistic one I can think of.

p.s. I know this does not solve every problem, and I also realise there are limitations, these are just some examples of things someone can do.
Also while doing all the above, don't forget to gear up and make sure you spirit bond your gear while your at it. Buy more than one of the same accessory (if you have room) and get some gil while your doing your daily activities.

I am a winner, even though I sometimes fail.
