There's a few things they could do to fix this (at least I would imagine), have an "Unranked" Wolves Den arena which, regardless of your rank, PvP skills are not used. Yes, it goes against PvP but higher rank means access to more skills. Would also need an ilvl sync, i110 seems more than appropriate as i110 gear is no longer gated on a weekly cap. And someone at rank 45 has access to the same skills at rank 1.

Or, have a rank sync. This might be awkward as the game will have to either lock certain PvP skills or upgrades behind ranks so when you sync, it removes actions or upgrades that outrank the sync. Or do it by the earliest skills you purchase. Although then again, you have 60 seconds in the cage to prepare skills so they could let you organise your skills in that time and sync the available number of PvP skill points to the synced rank.
What they sync the rank to is up to them. Could either be that of the person with the lowest rank or round it up to the nearest value of 10 from the person with the lowest rank. Either way, Wolves' Den is just not being maintained like it deserves.

I see where you're going with this, but I think adding additional match types will just make the queues worse. Syncing ranks will get really confusing, and while having upgraded skills helps, player skill has a much bigger impact on the outcome of the fight than whether skills are leveled up.

I think they should remove lvl 30/40 pvp, they don't really serve a purpose anymore. You get less wolf marks, you have access to fewer skills, pvp vets have a huge advantage because you can min/max melding gear, and it just adds 2 more brackets which people queue for which spreads the queues thin. The main reason people queue for it now is they don't want to go straight into the uncapped lvl 50 matches with no gear.

They need to make the guy who unlocks i80 synced den actually have a marker on his head so people know it exists! That is the bracket people should go to when they are starting out, i80 is extremely easy to obtain but currently nobody ever queues for it because no one knows about it. It would be a great place for people to train for the uncapped lvl 50 bracket. You actually have access to all your skills and it gives you a non-frontlines venue for ranking up and building up a supply of wolf marks for necessary gear.

Making these changes, in addition to some "adventurer in need" bonus as we discussed earlier would go a long way to reviving wolves den. I know in the last live letter they mentioned making changes so I'm hoping they do something like this.

The ilvl sync is more than enough.
Also everyone gets all the skills for free (ALL of them) all you can do is upgrade with rank points. The first 20-30 ranks are also super fast to get, even the higher ones don't take that long nowadays, so i dunno how having maybe 3 more skill upgrades than someone creates a need for a sync...
