What you're missing is that by limiting the number of times you can roll on items you are discouraging people from joining. Most importantly tanks and healers, which is gonna increase your queue time.
I main SCH and I've run ST more this week than I had ever prior to this patch.

As much as I do understand your struggle OP (it has been mine as well, at least for the last 2 weeks or so), I don't think the weekly item limit should come back.
If anything, maybe just a limit of 1 item per run, yet still be able to do multiple runs.
I've done probably 20 ST runs or so in the last 2 weeks. I just finally got a Sand of Time two days ago. Everybody lots on Sands and Oils now, even if they don't freaking need them (at least that's what it feels like).
Before 2.4 I never had problems getting my sand/oil for the week lol. Even right after 2.4 the first few runs were okay I was able to get oils and a few sands then, but man.. RNG streak of not winning for 2 weeks straight is frustrating as hell. I liked it better when I knew that there was a good chance I'd win when I saw others lot on gear, oils and UATs.
But a weekly lock out now? No thanks. Lockout per run would be a much better idea imo.
It doesn't make sense to have a weekly lockout on old content at this point. Syrcus has been repurposed as a catch-up instance and that is how it will be.
The final Crystal Tower instance will most likely have a weekly lockout, though.
What we really need is a Crystal Tower roulette. There's people out there that can't even get attuned to Syrcus because they can't get a queue pop for Labyrinth.

Then why are you lotting Need on items you aren't going to use? Just cause the lot system allows you to?
I got the 4 tomes I wanted for weapons. I DO NOT Lot them anymore.
Seriously there are folks out there collecting useless crap they don't need that others actually do.
Common Sense ppl. We don't need lockouts back, we need ppl to use their actual brains.

I have a similar situation with the gear though the piece I am missing is the caster boots :/
But I think having it unlocked is better in the long run for everyone

I am sort of with you there OP
up to date i have 2 sands total since 2.4, 0 Gear, and maybe 3 oils
And i usually do multiple St runs per day.
My rolls are always like 1's, 5's, 10's, etc.
It's like doing atma all over again before patch, bleh
It's just uber annoying how some have several sands while some of us struggle to even get one or two.
Me thinks it will be time spent better to get it in coil

To the OP - You realize that if the weekly limit was still there you would have gotten even less items in the amount of time since the patch was released right?
What a silly request, you should be happy you've been able to get that many items in such a short amount of time. A weekly limit will only hinder your ability to gear up, not improve it.
