We need a better way to deal with players who are AFK.

FLs have been getting a lot of people who queue up only for tomes while having no intention of participating in the game. While technically not "afk", they can still sit somewhere and move enough to beat the auto kick system. As it stands, even if we notice players doing this and successfully vote kick them, they can immediately re-queue into the same game. I recently had a situation where we'd vote kicked a person who had never left the spawn point and he rejoined and then mocked us because we couldn't prevent him from AFK farming tomes.

This is an issue with the kick system in general. Even in PvE, trolls/a-holes get kicked and can immediately rejoin without penalty.
