Maybe around ps3 release?
This might sound weird but part of me thinks going pay to play would be a great thing for XIV once it gets going.
When the game makes at least some money for SE they could put more developers to work on it?
Also maybe starting out with a significantly lower price point than originally planned would be a good idea.
When they say it's not free to play anymore. When will ff14 stop being free to play?
yeah i think if they got revenue from sub fee it'd help patches speed up a lotMaybe around ps3 release?

When the game is in a playable, stable state with a working economy, fully integrated grouping mechanisms, end-game content, redesigned landscapes/maps, and has a working payment system that doesn't cause your bank to shut your account off because it thinks you're being robbed by an overseas scam..? Around that time would be a good time to re-launch.
If you don't think new summoner is better, you're playing the wrong game.
dont think they will go any faster. they're already going pretty fast as it is in comparison to ffxi. they dont need to make money from ffxiv when they are already pretty wealthy.
Probably will never make it to the pay to play state as it currently sits its a unfinished (and in my opinion lost cause) piece of crap that SE keeps for some reason pouring money into and seeing as there is alot of new games coming out soon I dout FF14 will even get a second chance to try to be something
They Just seem to have a slow Dev Cycle, Or they are doing a lot we've just not seen yet as it isnt finished so well get some decent sized updates soon(tm) that might come faster. (some parts take a lot longer then others to finish so its possible)
But what we get dose seems to come out with a lot of polish.
I think they still just need a little improvment on the info we get bi weekly update on the main 50 things their doing.
Nothing deltailsed just something like:
Matiria system - 70% finished -
Jobs system - 100% finished - Debugging/balance 20%
Hi priority Bugs resolved - 24 - 9/24 in next patch
Horsebirds rental system 100% finsihed - escaped again -
Horsebirds Ownership system 20% - lower priority atm
Airships - 100% finished - Debugging puncture kit 15%
An so on
it will be pay to play when the ps3 version comes out. when ps3 drops it will drop with a huge update with most of the content they been working on. i expect it to be just as sucessful as ff11 is now in the first couple of years. i dunno if it will ever reach ff11 top numbers before the subs cut in half tho.
But a sub of about 3-400k is tops we are gonna get for a while IMO.
