How about adding a second Primal Focus Quest?

Obtain the existing weapon from Primal Focus.
Obtain Key Items from Leviathan/Ramuh/Shiva Extreme.
Trade to Drake for an i115 version of the weapon with added glow effect.

I like this idea. A lot. It simultaneously adds value to the Primal Focus to begin with (which has been more or less lost except for vanity's sake or alt class gearing by now)

The thing is when the Primal Focus quest was introduced all the first 3 ex primals were released at the same time. Doing it right now doesnt pose as a challenge since we're overgeared now for the new primals(excluding shiva). What they should have probably done if they wanted is just stick to the 4man story mode primals, current ex shiva, ramuh and levi would be hard mode and then release a harder ex version of them on a later patch(maybe 2.5) together with the new primal focus quest.

Nah, what they should do is add Savage(?) versions of each of the primals and give a high level rewards for beating them all.
Though I'd imagine they'd do that for the expansion since it's hard to justify making them any harder than they already are aside from things like reducing the number of orbs that spawn at any given time during Ramuh, having them inflict damage when touched, having Good King Moggle Mog blast players for the amount of damage left on the moogles when he heals them, Levi spawning adds during dives...
...i'm gonna stop before i give SE more horrible ideas.

The thing is that the EX primals during the BCoB were actually on-par with Coil rather significantly easier like they are now. Like people said it wouldn't make sense for them to drop anything other than i110 weapons.

Sounds like a good idea but they can keep it as it is but let u collect drops of something to upgrade your existing primal weapon to level 120 or 115
