I mostly get Sastasha, I breathe a sigh of relief if I get Snowcloak, Qarn is also much better than Sas... I just can't stand Sas.
It just depends which are the most popular dungeons since these can be queued for on their own too. Ex Roulette will put you into whatever has slots available in the queue so it'll be the ones least popular a lot of the time. Honestly I've had a mix of runs often Qarn though more recently seeing way more Snowcloak or Sastasha. I think Snowcloak is the most popular to run since it can be done pretty fast so you'll probably see it the least on roulette because of demand.
As MX said, it's not "random" in the sense of the game picks whatever dungeon it feels like, but it chooses a dungeon based on what needs people to fill in the slots fast. Sastasha Hard seems to be the least played dungeon, so the game is going to throw you there so people can start playing. It's a "roulette" because you don't know what you are signing up for.
I do not know if it is rigged, but it should be rigged in that you should be placed in groups for whatever dungeon has had people waiting the longest in queue for. If that means the longest queues are for satasha then that is what DR people should be placed in, if it is snowcloak that has had a group of people waiting in queue for longest time then that is what DR people should be added to. Remember DR is not primarily to service old players who have run it million times before and just in it for the soldiery/poetics. It's primary purpose is the people who need help completing places and/or need help getting people to run it with them due to long queues by putting DR people into those groups to help them while getting a nice bonus incentive for helping.
I've mostly had Snowcloak, then Qarn and Sastasha are roughly the same. As folk have said, it depends on people queuing for individual dungeons. Snowcloak is likely the busiest on reset day due to people trying to cap Poetics, for example. Time of day probably has an impact on it as well.

I once got Stone Vigil (Hard) 23 straight times on EX roulette. This is not a lie or an embellishment. My FC thought it was hilarious. I know the odds of that happening are beyond statistically possible, so I am convinced there must be something to it.

It's no, it's not complete RNG, you can get into a donjon with players that are not queuing with expert roulette.
You can for exemple, if you're a healer, and a tank and 2 DPS are waiting for a healer for Sastasha, you get with them in Sastasha (that's just an exemple to show how it work)
Qarn today had Sastasha the last two days in a row there really is no real pattern to any roulette you just need to be prepared to enter any of the dungeons on the list and not whichever one you'd rather do. I'm not really sure how the DF handles it if there are multiple runs with an open slow for all three if it just picks one randomly or it puts you into the one waiting for the longest time. The latter does make sense. Getting the same dungeon multiple days in a row is just being unlucky with RNG but there are only 3 dungeons in this roulette so there is a 1 in 3 chance of getting whichever one you like the least. Sastasha isn't really that bad except for a last boss that drags on or if you get a new DRG that instead of stunning the tail whip runs around in circles >.>.
