They are up.
Among other things: Second Coil added to the Duty Finder, 10% Echo to Second Coil, mechanic nerfs to T6-8, can no longer get your job before completing the Lv 20 main story quest, ROG/NIN icons are easier to see, etc.

"An issue during the first boss battle in Snowcloak wherein the Frozen debuff would apply even when taking preventative measures during the action Snow Drift."
Do hope this is noticeable, was annoying running back and forth while trying to fight and still getting hit with debuff when you're pretty certain you were moving at the right time lol
And me and my friends were still joking about how they'd probably nerf blighted...
"Damage dealt by Blighted bouquet reduced*
So it no longer one hit kills?
Awww I actually liked that mechanic. It was an interesting one.
"Players will no longer receive a damage vulnerability debuff"
No more Tank Swaps?
Raffy might as well be a Tank and Spank then. Dunno how the others will be. *hasn't gotten that far*
Glad they didn't nerf T9. xD

those hellish 2nd coil nerfs
They talking about the move used by the acidic honies that people leave up that stack a debuff on you if you don't feed slugs.
And so the whiners win again and Second Coil mechanics are nerfed. At least T9 is still in-tact, -for now-.
And because I know someone is going to call me some elitist trying to preserve my special snowflake status or w/e, let me just preempt you by saying that's not the case. Fights in this game do not become mechanically easier as you progress, they become mechanically harder. If you can't deal with the mechanics in T6-8 there is very little probability you're going to be able to handle the mechanics in T9, let alone Final Coil. Mechanics compromise more of the actually "Fights" in this game than knowing your class/rotation does, this is why I don't have a problem with echo because you will always have the opportunity to understand or learn your optimal rotation/cooldown usage. By nerfing the mechanics you are basically moving people into content that they don't have the ability to execute, and thus you move the complaints about content into the newest set of content rather than leaving people to figure out content that they deserve to be in still. Not everyone HAS to be in Final Coil, some people still need to learn how to deal with the more complex mechanics of T7-8 before they -deserve- to be able to move on to the latest content (6 was zergable even before these changes, so that makes it even more laughable). There's nothing elitist about that, it's just a reality that people are being advanced into content they have no business challenging just because they're upset about being left behind in content that is only ONE MAIN PATCH CYCLE OLD.

Hm, I might hop into DF Second Coil sometime to see these changes in action. *famous last words*
I do love how Turn 9 was left untouched mechanics-wise (there will be the Echo, of course).
But...but where are the things for people to complain about...?
Only the acids wont cause stacks im sure boss still will"Damage dealt by Blighted bouquet reduced*
