Nothing is stable. Except maybe stable isotopes of elements.
An infinite number of maintenances..? There are far too many variables for there to be a 100% stable version of the game, never mind that this might have nothing to do with SE's hardware or software.
7 years of patches and updates for LotRO... the patch notes are an encyclopedia by now. It's never-ending, fix one bug, introduce a dozen others.

99 bugs in the code, 99 bugs... Take one down, pass it around, 198 bugs in the code!
It's well known that physical hardware has a built in time-limit. The longer it is around, the more likely it is that it will fail in the next five minutes. This is because of regular old wear and tear.
However, software isn't made with physical materials. It can be patched! Given enough time, all of the bugs can be squashed and wear/tear won't take it down on its own. Right?
Wrong! We can try as hard as we can to squash every bug which exists in a piece of software. We can even succeed. Yet, progress will snake backwards the second any new feature is added. Every new feature introduces more bugs, and the cycle begins again to get rid of them. Once most of the biggies are gone, out comes the next batch of new features. Unsurprisingly, more bugs appear and the cycle begins yet again.
Do you recognize what's going on here yet? Every time FFXIV gets a big patch, a bunch of bugs appear and mess with stuff. Thus, a few maintenances are necessary to get things back to a more stable period. Then, we have relatively stable gameplay... until the next big patch.
The long story short is that this game will never be fully stable and bug free until content patches stop completely. You're playing in the first 2-3 weeks after a big patch at your own risk, and nobody should expect the developers to be able to catch every bug before releasing a feature in a game of this scope. Code is a very fickle mistress. A change in one area could create a bug in an entirely unrelated place. Somehow! It is literally impossible to fully test literally every facet of the game for every major patch. So, let SE do their job. The FFXIV team is working their asses off to make sure you can play their game as much as possible. Mistakes will happen and they will fix them.
