According to this site ( http://www.akamai.com/html/technology/dataviz1.html ), it appears that there are quite a few issues with the Internet going on right now. It may not be anything that SE can deal with as it is outside of their sphere of influence.

This is unacceptable. People are dcing in the middle of their synths, alex maps, A and S rank hunts/etc
