Vote Dismiss Feature (and the fun of alliance instances)

We have all been in an instance where--at one point--we realize that the alliance has one (or multiple) players who are trolling the instance. Rushing in and causing wipes; pulling the boss all around to kill the alliance; intentionally failing to execute the simple mechanic that causes you to start over.

Sometimes, we have the player in our group and are able to use the Vote Dismiss feature. Other times, we are not as fortunate.

    My suggestion to the developers:
1.) Often, when we have a deliberate troll and we have used the Vote Dismiss feature, the user is able to select the "Join Party In Progress" option and come right back into the party. Will the Vote Dismiss feature ever be programmed to prohibit a user who has been dismissed from rejoining that same party that initially dismissed him or her? (Remember, users have limited usage of the Vote Dismiss feature, but a user can incessantly rejoin a party.)
2.) In alliance-oriented instances, will alliances ever have the ability to vote dismiss individuals not in the home party? For example, if Alliance B has multiple users who are trolling Alliance A and Alliance C, it would almost be a punishment for Alliance A and Alliance C to have to abandon an instance that they have invested time into when individuals in Alliance B are unable to be voted out of the alliance.

Thank you for your consideration here.

Unfortunately with the way it is set up now, anyone can re-join any duty whereby they were dismissed, by using "in progress" as an option. It's just less likely in the smaller instances where so many are running at once, but I was once in a particularly terrible Ultima's Bane run where someone rejoined after being booted for pulling the boss before buffs, then dying, because they were upset that they could not a get a one-shot clear through DF at 2 AM on a weeknight. No one else was queuing up to fill their DPS slot fast enough before they could re-join, and in the end we had to call it quits thanks to them.

Yes, we reported them and moved on, but in the end this could have been prevented through some sort of instance-based lockout, or a cooldown on that player's end as a result of being dismissed several times in a short time.
