Class-exclusive mounts are a thing as a form of incentive to level and play said classes. DDs have never had a problem getting people to play them, quite the contrary. You want a special mount, there's several avenues for you to take to get one, though you might want to make sure you have the 125,000g to buy it.
^not really (see below) & it doesn't follow that it always has to be like that, or will be.
You'd be right if not for Conjurer's Unicorn mount which' obtainable from very early on.
Anyway, I like the Maahes mount for Ninja idea.

No, the unicorn was an incentive mount to coax more people to level conjurer as healers were in short supply at the time. Hence why it's a level 30 conjurer quest to get it, the hope probably being that once you're level 30 you'd /shrug and keep going to level 50 and White Mage. The 'success' of the incentive is dubious at best.

If they wanted to get more players to roll healers they would've added one for SCH too to be equitable & fair like how both Paladin & Warrior have options. Also to help ensure even class-distribution among the two healer-types.
And the unlock requirement is so loose & early, it can hardly be argued as an incentive implementation.
SE are the response types, they almost never act preemptively & generally don't believe in handouts as a form of incentivization (the idea is to get you to play in that capacity for the long-term or for a prolonged period, CNJ mount doesn't do this in the slightest). Hence why PLD/WAR mounts came so late & require so much.
