I'd like to suggest the dots you place on enemy's be moved to the front of the Targeted bars and stay there.
Totally got better at finding my dots, i just cheat with the show your dots only setting

Your own dots stay at the front. The tick timers are also green.
As a summoner i am constantly looking for my dots in big fights so i can properly replenish them as needed. But with no indication as to where mine are (except when i recast or cast them first) it makes it difficult to tell. I am on a pc not ps3 but it sounds like you guys have it worse. If keeping the dots at the front to stay is a no go then how about a Bright lining of some sort around your dots or debuffs to make it easier to see them. If there is a reason for the way they are now i would like to know and comprehend it.
Your own abilities are always first in the line of debuffs and they have green colored remaining time instead of white one for everyone's else debuffs. If you don't see them there - probably they are not there as game has a limit of detrimental effects on target and everything above it is just ignored. So you can "miss" dots on things like ST and hunts. If you have too much problem with it - you can turn on "Display only detrimental effects you inflict" in Character configuration -> UI Settings -> HUD
