Yes, it takes them two hours to do this. The size of the deployed patch influences the amount of time required by installation and the likelihood and scale of integrity issues, sure, but the other tasks take just as long whether the patch is small or huge. Turning server clusters off and on again is a bigger undertaking than just flipping a switch.
