Major functionality changes and additional content are in numbered patches. Minor functionality changes are still functionality changes (something that didn't happen now does happen) and get a lettered patch. Bug fixes are put into non-numbered, non-lettered updates.

I don't see how functionality change is a waste of a patch. Especially when that functionality change affects the frequency of repairs, and thus the amount of gil a player has to spend on upkeep of their equipment ... no matter how minor that may be.
it was a wasted patch because something this small didn't need to have a patch by itself. There weren't even a lot of bug fixes. This is something that could have waited until more stuff was ready to be released/fixed. Instead, SE, AGAIN, decided to rush something and, therefore, produced a mediocre result. ZOMG GET READY FOR 1.18B! (few VERY MINOR bug fixes and a gear dmg fix that wasn't causing problems to begin with) GG SE, GG.
