I was trying to give them extra time, 1 month to crank out all what is rumored and confirmed in 1.19 is kinda short. Early Sept sounds bout right, ofcourse if it does release b4 end of this month i'll be the one shaking my SE issued pom-poms hard as I can! :P

What a joke of a "patch" and yet no Producer's Letter.
Patch is 8.17mb
This patch didn't deserve to be lettered.
So my question is what determines the rank that this is based on ... the rank of the character at the time of death, or the recommended rank of the equipment?

Healer strike is ridiculously foolish and accomplishes nothing
Every B lettered patch prior to this was a bunch of bug fixes and MAYBE the addition of targeting mode A-Z. Getting overhyped off that track record is just plain weird, I did not expect what we did get since I figured patch notes would be "fixed a assorted collection of bugs, good day! ~SE".

Would be a safe bet that previous time tables are out the window due to the extra time the balancing of either toto-rak or darkhold took.

I respectfully disagree.
Major functionality changes and additional content are in numbered patches. Minor functionality changes are still functionality changes (something that didn't happen now does happen) and get a lettered patch. Bug fixes are put into non-numbered, non-lettered updates.
I don't see how functionality change is a waste of a patch. Especially when that functionality change affects the frequency of repairs, and thus the amount of gil a player has to spend on upkeep of their equipment ... no matter how minor that may be.
