Are there any plans to adjust cooldowns after a wipe in current or future raids/Coil-style dungeons?

As it currently stands, when a group wipes during progression they sometimes have to wait for long cooldowns (Battle Voice on Bard being a prime example) to come back up due to its long recast (and how critical it may be) limiting how many times it can be used throughout the duration of a fight. When you wipe to a boss just shortly after using cooldowns like these, it leads to periods of times where you're just sitting in front of a boss for 3-4+ minutes doing nothing, and if the next attempt ends up going sour fast, that's another 3-4+ minutes instantly that they're waiting. This is a problem that exists across the entire community, and is not something only a select few groups experience.

Sitting around waiting serves very little purpose and is just generally considered boring and counter-intuitive to groups who want to spend their time efficiently in coil, especially when said time is limited. We already know it's possible to implement based on the fact that it happens every time you die and resurrect back at your base in Frontlines; why can't we have it in dungeons too?
