Because healing and tank classes can't put out the big numbers.
Because they require a different thought process than DPS.
Because if someone fails, it's the tank or healer's fault. There's not a lot of incentive to play a role that gets abuse.
Because there are only two tank and two healer classes, but six DPS classes.
Because unlike DPS, your playstyle completely changes going from solo content to group content, which is ALSO much different (though this is more for healers than tanks.) Consider that tanks are one of the only roles in the game that carries around multiple gear sets for the same job.
