Given that level 60 will carry 2 job abilities (one for 55 and one for 60) your chances of getting Leviabeetus and Ramen are good. Shiva is another story though, not only because there will only be 2 additional job skills in the expansion, but in FFXIV she's more related to Good King Moggle Mog XII than to the other primals (more of a myth made legend). I still don't even think she qualifies for primal status in the lore, but hopefully 2.5 answers more of these questions.
