The empire seem to indoctrinate the places they take over, so a lot of guys we've been fighting aren't necessarily the proper garleans (I think the ones wearing the full armour suits are the actual garleans?), it remains to be seen whether they're even Hyur, or something else entirely.

I'm pretty sure ala mihgo has miqote, and they've been under occupation for quite a while. Maybe they saving them for the eventual officer NM reveal, to show the current generation of ala mihgans in ala mihgo are turning to the empire.
