Bugged Quest - Leves of Camp Bluefog

NPC name: No specific NPC related to the bug, although the questgiver for the bugged quest is Rurubana at Camp Bluefog
Monster name: No specific monster until the quest has been 'initiated' which I cannot do.
Class/Level: Paladin, level 50.
Party or solo: Solo.
In-game time: Recurring/Constant
Area and coordinates: Northern Thanalan (no specific co-ordinates)
Steps:
1. Have accepted the quest 'Leves of Camp Bluefog' from the quest giver - Rurubana.
2. However I CANNOT initiate the quest as there is no 'initiate' button like there are in the other quests that unlock Leves for a particular location. I also CANNOT dismiss or abandon the quest and when I click on the 'map' button for a quest location it says in blue text - 'unable to open the map at this time' - ALL OTHER QUESTS are working as normal, this is the only quest that appears to be bugged.

You don't initiate that quest, but the leve that is a seperate quest along with it.
