    The thing is, dragons aren't dolphins. Dragons in FFXIV have brains on par with humans. They have culture, government, a standardized language. They have ideals (the dragons siding with Iceheart to stop the war, versus the ones fighting Ishgard with the horde). Dragons are the same as beastmen, they just look a lot more beastly.

    That depend what you call a government, but there are dragons rulling over a lot of other dragons ( Midgarsormmr, Niddhog )
