But giving players that leave cause of new players, not getting the dungeon they wanted or any other well known stupid reason a free pass to que again is bad.

The 30-minute penalty isn't just there as a "punishment" to make you feel bad after the fact, it is there as a deterrent to prevent trolls or lazy players from dumping any dungeon group they don't like. Even one freebie would basically be a "Free Leave Ticket" per day for all the snooty tanks and elitists who don't want to play with newbies. It would not be used sparingly in case of emergencies, it would be used every day.

Except, that 30 minutes begins as soon as you leave the dungeon and go attend to your task. So, that lockout time will already be partially burned away by the time you're back to the game. One of the examples OP gave was "pick up a family member from work." This will probably take more than half an hour anyway, so it won't even affect you. The people it will affect are those who only left the dungeon with the intent to requeue immediately.
