30 min without a dungeon isn't a big deal for people that have all day to play, but what of that person that only has two hours to play? Those 30 min effectively ended their hopes of doing a dungeon that day, especially if they're dps.

Its unfortunate but lets be honest, how often does this happen and how many does it really affect?
MMO:s are time consuming games so yes if you dont have alot of time to play them then sometimes you will end up in a situation where time isnt on your side.

The 30-minute penalty isn't just there as a "punishment" to make you feel bad after the fact, it is there as a deterrent to prevent trolls or lazy players from dumping any dungeon group they don't like. Even one freebie would basically be a "Free Leave Ticket" per day for all the snooty tanks and elitists who don't want to play with newbies. It would not be used sparingly in case of emergencies, it would be used every day.I disagree.
30 min without a dungeon isnt a big deal since the situations where you have to leave and suffer the penalties (only to find out that you didnt have to) are usually not that common.
But giving players that leave cause of new players, not getting the dungeon they wanted or any other well known stupid reason a free pass to que again is bad.
Except, that 30 minutes begins as soon as you leave the dungeon and go attend to your task. So, that lockout time will already be partially burned away by the time you're back to the game. One of the examples OP gave was "pick up a family member from work." This will probably take more than half an hour anyway, so it won't even affect you. The people it will affect are those who only left the dungeon with the intent to requeue immediately.
What about the 3 people they leave behind in the dungeon though? Sure a DPS will be replaced quickly and you can at least make reasonable progress without them in the meantime but what if it's a tank or a healer? That makes things a bit more difficult, and those people may well have to wait longer than 30 minutes in the dungeon for a replacement depending on what time of the day it happens. I think a one time "free pass" to just leave would just get abused.
As long as SE doesn't introduce a penalty for disconnected players who do not reconnect, the free pass to leave is already there anyway. All it takes is having a player hit alt+F4 or disconnect the LAN connection. To the rest of the party it will merely appear as a DC, they'll vote kick the person out and wait for a new player. Whilst the person who wanted out can log back in roughly 5 minutes later and requeue up if desired.
So might as well introduce a free pass to leave. It's not like it'd make much of a difference.
