the problem has persisted since I was in Beta4...more often then not it has been found to be problems in route to SE's servers.

Check out the reliability of your route to the actual game server your client uses. You may find you routinely see high delays/packet loss in the same regions along your route. More often then not, it is either while still within your ISP's network or somewhere between when you get handed off to your ISP's routing partner and then handed off again to Ormuco (SE's ISP). If so... this is something your ISP's Tier3 techs can investigate and <hopefully> escalate your case for a proper resolution.
