Are you talking about the ilvl110 sync? I'm pretty sure that's not a roulette debuff but a dungeon debuff specifically.
People used to be able to queue with a full premade even if one member has a lockout.
They changed it some time ago (a few patches before 2.4). If someone in the party has a lockout, even if it's a full premade, they won't be able to queue.


This was 2.3. They did it to stop premades from exiting and re-entering the duty roulette until they get a favorable duty. This also added the 30min penalty on the first person to leave a roulette even if it's a premade party.

I guess I missed the note when they added that, had to wait 30 mins to enter a raid because someone forgot it was raid night tonight lol
