I think there a room for a lot of improvement on the current system, but your suggestion is... frankly just bad.

Once you have geared up your main, and either can't get better gear, or it's greatly slowed down because you have all the weathered gear or something... then you would many times want to gear up an alt job, but with your system, you would already have all your jobs geared up... Pretty boring IMO.

I'm a guy that usually just focus on one job, but even then, I would hate this... I don't want to gear up my main, only to never get past my alts, who have the same level of armor....

How about if tome gear would not have required class/job and required level, but favored class/job and optimal level?
It would be very easy not just to gear up the main, but also to gear up all the other DoM and DoW classes/jobs at the same time. Then you can equip every tome gear, regardless of class/job and level.
Of course you would not get the full stats if not the favored class/job at the optimal level have equiped it, but isn't it about the gear for visual appearance and not the stats? ^^

The item slot unlocking is an interesting idea, but I don't think the tomes are really in need of tweaking.
Sure it would be nice to sometimes be able to hop on an off-spec for some encounters but that's all it would be. Nice.
