Pants are nice.

Coat and Pants are probably the safest picks other than the ring. The Dreadwyrm Coat is Spell Speed and Accuracy which makes it garbage for Summoners. The Pants are a direct upgrade from the Evenstar ones.
This pretty much. The only Ironworks item that are in this BiS set are coat, pants, ring and gloves.

Its not a completely terrible option, considering its a direct upgrade from Evenstar as well. If the ACC cap for t13-24 is 530, you will probably need the belt anyway. If its lower than that though... then no you won't be needing it.
EDIT: Actually I'm dumb. You can hit acc without the belt anyway. The belt is only viable if you don't want the Dreadwyrm Bracelet.

Body, hands, legs, bracelet and ring and everything else Dreadwyrm you reach 534 accuracy. Belt is good if you lack accuracy at the moment but eventually u wanna change it for the Dreadwyrm. If you get tomestone weapon, you get another 51 accuracy.

Is 534 confirmed pet acc cap? I had heard it was 535 but created my BiS to only hit 534 because the secondary stat increases outweighs garuda missing an auto attack or two. If it is 534 then that is good news for me.
More OT: As far as Ironworks gears to buy the body is the best upgrade right out of the gate imo. While it doesn't provide an acc boost for T11+ it will help a lot for T10 which my group is killing post soft enrage atm so the added dps is welcome from it. The pants is a pretty good second bet depending on where your group is as far as progression, the ACC will help with the next couple of turns and there is no point in saving up for a weapon if you're not close to downing T12. You may just have to play it by ear depending on the drops you are able to receive (if you're lucky you'll get dreadwyrm feet and neck early on) and really just weigh ACC caps for the next turn VS. damage output on the current turn. There is no point in going for higher ACC if you aren't meeting the DPS checks on the turn you're currently on.

I would say the loss of DET from the evenstar chest(Crit /DET) -> ironworks chest (Crit/ SS) is a bigger DPS loss then if you just level up'd your pants first. More ACC is still important for anything post T10 and if you don't want a terrible build beyond that, those pants are crucial to getting asap.
Your best upgrades are direct ones.
Evenstar Pants-> Ironworks Pants
Evenstar / High Allagan Gloves -> Ironworks Gloves
Evenstar Belt -> Ironworks Belt (Potential BiS item depending on T13 ACC)
if you have access to all of the previous coil gear then you can make a solid build with the High Allagan Gloves already that can translate to something meeting Accuracy for up to T12 roughly.
Problems truly start when your sitting on Poetics past the Gloves and Pants because now you quite literally need drops from FCOB to not destroy your build and even beyond that, (while you'll do so eventually) you want to slow the whole process down to a degree so you don't lose too much damage in between turns trying to meet the accuracy.
I would also say upgrading to your chest right away for summoner is one of the upgrades you'd wanna wait out.
