yup lots of game use that system , i still remeber in SWTOR the republic floor had empire reflection on their main hub :Pan artist will take a screenshot of an in game area and use that as a transparent texture to imitate reflections
Ps. I'm sure others have seen this art technique in other games but one example is the reflections of the building in watchdogs. It's just an image of a street but not a real reflection.

As someone said, the reflections are recycled assets likely done to save on resources. Payday 2 also does this for its surface reflections.
Probably Square copied the environment map used to create those reflections.
