Up Commencement Time to 60 Seconds

I have a question about the withdraw penalty. Do i get the penalty if i queue up for a dungeon but withdraw before my queue commencement window pops?

No, you get it only if the commencement window shows up and you either do nothing or withdraw at that point. The only way to get out of a commencement window without a strike or entering the dungeon, is if somebody else withdraws (unless they are partied with you, then you get a strike as well)
