What transparent operation again? Reduce what? Increasing wait times by 15 seconds will decrease wait times.... Seriously? The only thing that is transparent is the blatantly obvious way of misrepresenting things.
Somebody's in a cutscene, is loading or some other determined blocking state that inhibits their ability to hit commence? Find someone else who isn't immediately, how is that seriously difficult to understand?
The system is honoring the place in line/queue of the player and maintaining the necessary integrity, unlike players who just want to game the system to their advantage.
Why is so hard to understand that people who queue the DF should mean they want to get into the instance and not have some overriding reason to go do something else? Be ready and click commence. People should NOT be allowed to be wishy-washy about queuing on the DF, like I am on the DF but not really, this other thing (fate, craft, netflix etc.) is so much more important than all the other players out there.
What exactly are dropped queues, people waiting out the whole 45 seconds to withdraw? 33% is actually the best case scenario. If people all other took 5 seconds to click commence, and normally the transaction is done in 15 seconds or less, a full 45 second process time is like 300% less efficient, and impacts the whole system and queuing that much more. The 33% is overly generous and kind to those who are not ready to click commence. And so you want to extend it to 60 seconds making 400% less efficient? Right on! Woo hoo lets make queue times even longer.

Story quests and load zones seem like somewhat reasonable tasks to execute while waiting for a long queue, and don't strike me as players trying to game the system. There are only a limited amount of story quests. And people should not be changing zones all the time. The odds of those colliding with a queue pop is really low, so the 3 strikes per day are more than adequate insurance against that. So you earned 1 strike, it is not a big deal, you got a string of your story done quests done in exchange. This is a fair and reasonable exchange for reasonable tasks.

I fail to see how you can grief others if the queue is skipping you while in a cutscene. Unless you're talking about a situation where you're literally the only person in that role for a certain period of time. But proper implementation should be transparent to anyone on the outside. To everyone else in the group it should look as if you weren't in the queue at all. So I guess that's trolling the queue if you consider a tank that doesn't queue for low level duties to be trolling the queue.
