Hard to say... if they release Airship building then they will have to add some kinda content to go with it. If they do I dont think all the features of the golden saucer will be there until heavensward and afterwords. Can expect Tetra Master & very limited version of chocobo racing to be there.

I didnt like the screenshots of them using the current open world zones as a race track. Was hoping for a trace track that was inside of the golden saucer. Just from that can expect them to release it sooner but be less epic... ; ;
