When the distance in which you are able to target them is exceeded, the cursor is set to return to the action bar. It can be thought that you are right on the border of being able to target/not being able to target, so try bridging the gap just slightly.
this is actually an issue for a reason other than what was adressed. Its not because we want to target the person who is far away, we would know to close the distance if we wanted to target that person. It is because we scroll through the party list to get to the person we want to target. And because this resets the cursor, it makes the proper function of scrolling through the party list inoperable and prevents you from targeting party members in the list further down or above whoever is out of distance. And this does not work with many party positioning strategies. If we have mages on a tank and mages with melee it is a severe hindrance. Not only do we have trouble targeting them, but it resets the cursor so it takes even more time to try again.

I hate this cause i dont want to bridge the gap i just want to cure the next person on the list. I dont get the thinking behind this but hopefully they will come up with a better solution. Just bypass the player and got to next closest target.

On the subject of action sub-targeting, as with Raises are there plans to fix things like cures so that they won't target enemies? Or to make sub-target of defensive spells able to cycle through the party member list as in XI?

If you don't think new summoner is better, you're playing the wrong game.

Would be nice to have it scale from its top or bottom (option to choose?)
It does scale from the bottom

Agreed. Seriously I get so frustrated trying to use Accomplice on the people near me via the party list, since when somebody is far away it forcibly kicks me off the selection making it impossible to select said person!

If a player is out of range they should just be skipped when scrolling through the party list.

Targeting and range of spells is a disaster as it stands now, the whole idea that height difference between players is used in distance calculations annoys me to no end. Nothing like standing next to a player a few feet away to get the distance is too far when trying to buff/cure w/e.
