One of the biggest unbalanced things in PVP I've seen is moving and casting at the same time and people canceling casts if they move past your field of view (While enemies via PVE no longer do this.)

I think it'd be fine. Even on its current 30 second CD, it's not going to break anything. It'd just make playing mages a little more dynamic and make Surecast actually useful. Outside of PVP.
Plus, in its current state, the ability is kind of poorly designed anyway. It just seems to exist--there's nothing really interesting or impactful about using it. This would alleviate that.

Not sure why it needs to have 100% up time, it already auto refreshes a set % of the time and the times it is necessary does not warrant 100% up time ... I think everyone who wants surecast is missing the point that if you get this, then blm potency will take a global hit due to balance.

In order for this to seriously impact BLM PvE dps, you'd need to really micromanage the skill. Especially since boss AoEs come far more often than once every 30 seconds (30 seconds is an eternity during a boss fight).
If it ends up being a big problem, just raise the CD to once a minute or something.

You obviously don't play Black Mage. The "hard" part of Black Mage is managing the available skills we have to make sure any movement we have to make impacts our damage output as little as possible, knowing which abilities you can take a hit from with Ward/Wall, knowing when AOEs are coming so you can save any procs you get, knowing where your team mates are so you can Aetherial to them, the most common and well known of these in the actual game would probably be tanking Landslides from Titan, or the 4th and 5th Dives of Twintania. Most of the CDs that people see as defensive for Black Mage are actually used offensively for this very purpose. An ability on a 30s CD that allows us to cast while moving would make that ridiculously easier to manage and would be ridiculously strong.

Like I said in the previous page, we have enough abilities already in the game to prevent movement causing issues with DPS. In Expansion I'd rather see the main rotation receive new abilities to make the base of the job much more fun and interesting to play, not yet more cooldowns to use for movement.
