Surecast - Allow Move-&-Casting

we had this in 1.0 could move while casting...it was awesome

Can bring it again, if they do it exactly how it was during 1.0 ^^

- casting while moving
- no MP regenereration while unleashed weapon
- slower movement speed while unleashed weapon
- Character stop for some seconds during leash or unleash the weapon
