Not the same kind of primal than Ifrit, Garuda, Titan, Levi and Ramuh as they do not depend on crystals to be summoned. They aren't like Bahamut nor Odin as they still need a call to exist, when the other 2 just are.
SE became quite tricky in the definition of a primal being with this patch though, maybe we'll have more to know in 2.5

It's referenced in the T12 opening cutscene. Also, I could've sworn Shiva's followers stole a boatload of crystals.

They did. However the crystals were not used to maintain Shiva in this world, as Iceheart used her own body to do so. That's the main difference. Mogs used their wish as a core, Iceheart used her body, the other primals were mere Aether stuck around crystals.

From the new final coil cutscenes it seems like the dragons trapped in the matrix-like stasis tubes are actually keeping bahamut constantly summoned.
Instead of a horse we should get a rideable moogle mount, similar to the bomb mount but with moogles.Okay, so every primal extreme currently drops a fancy, element-themed horse, right?
So why doesn't Good King Moggle Mog the XII -long may he reign- get to drop one? Why are we denied the splendor of a unicorn where instead of a horn, it has a moogle's pom-pom? How could the devs allow this opportunity to slip by them?
Not for nothing, I am actually legitimately curious why Good King Moggle Mog The XII -hallowed be His name- doesn't have a mount drop.
