So, my new parse was 390 as mentioned, but I was 30 speced into SCH stats. Would that make a noticeable difference?

I play my sch way more than I play my smn, but still, I put the points in INT. Feels better there, than the tiny heal boost a sch gets. Though it's a dps loss to a sch too due to how cleric works, so it's a decision ye.
Resetting points cost only 250 company seals now so it is no big deal changing it after raid.
Looking a lot better.
30 INT would make a noticeable difference so definitely change that.
You made good use of Bio to prevent GCD clipping for using Fester, but also work Ruin II into it when you need to, to keep those fast casts going.
(Also be careful when using Bio because if you use Fester too fast it wont register Bio and you'll lose 100 Potency)
Since Bio is instant cast, you will want to clip it at 1 second, or just as it falls off.
For Dummy Practice, get into the habit of using Auto Attacks and standing close to the dummy to get a feel for it. That way it feels more natural when you encounter fights where you can actually use Auto Attacks. (I'd recommend putting the Auto Attack Icon on your Cross-Bar, unless there's an easy way to turn it on for Gamepad?)
With those changes and getting used to your rotation, with your listed gear, you could probably push 450 DPS for a 3 min parse.
The other rotation is super close to what i do but i do the shadow flare abit differently because it seems to make it easier for me (different parts in bold)
Raging Strikes -> X-Potion of Intelligence -> Bio II (Start precasting it when you see your tank about to engage) -> Miasma (Start moving toward the boss at 0.5 left on the cast) -> Bio -> Fester (when Bio applies) -> Miasma II -> Potent Poison Potion -> Ruin II (while mashing contagion) -> Swiftcast -> Shadow Flare -> Rouse -> Ruin II -> Spur -> Ruin II -> Fester -> Ruin II -> Enkindle -> Ruin -> Ruin -> Ruin II -> Fester -> Ruin II -> Aetherflow.
I am parsing around 400 (6 minutes). Is this normal or should I be higher? Have High Allagan Book and one Poetic ring. I'm pretty certain I'm doing stuff right.
I do everything perfectly, though, I think. I clip my dots, use cooldowns when they're up. Even used poison pots (no intelligence), used Shadow Flare. But I haven't touched Summoner in quite a while. It's since T11 that I might give it a shot. It should probably be higher. I will have to figure stuff out. I also didn't use auto-attack. I wonder where I could be losing damage. You know of an often made mistake by summoners?

400 DPS with your gear on a 6 minute parse is reasonable. Especially without AA damage. You could do better by knowing exactly how to pace yourself for the 6 minutes without going out of MP and getting full use of Fester (not having to sub it for Energy Drain for MP). That way you can sub in some Ruin II to make sure more of your Auto Attacks go off.I do everything perfectly, though, I think. I clip my dots, use cooldowns when they're up. But why train that hard on a Dummy right? It sounds like you have the priority system all sorted out and can probably do good damage in real fights.
