not receiving class quest

For some reason I can\\'t get the second lv 15 class quest for rogue. I did the previous one before it just fine. I\\'m lv 20 now and the lv 20 one doesn\\'t appear either. I don\\'t even see the quest symbol on the quest giver.

Did you look at Western La Noscea X: 27 Y: 28?

The Rogue class quests, the starting NPC, position, reward, requirements, prerequisites and follow-ups are all listed there.
