I believe they serve as landmark point, you can see them from very far. It tells you that the city is "that" way. Imo!

Uploaded a screenshot and linked in the OP; My LS has been hanging around at the same corner of Ul'dah for a long time and we're fairly (stress on the fairly) sure that we're not insane. This thing look familiar to anyone? When night hits it lights up like a pinball machine at Bennigan's. I'll try to get another shot of it then, but it kinda hovers back and forth.

Can't figure out if it's new or has something to do with the new draw distance or what.

Been there forever. I've always had the vibe that Ul'dah's design was loosely based off of the Gestahlt Empire from FFIII [or six if you prefer]. The floating stuff has always reminded me of it.

I've always thought of them as machines that are supposed to be doing something either economically or militarily.

They are Uldahn Anti-Air Platform. Since release/CBT you can see moving airships out in the field, so I bet those are like Defense Turrets and there might have had plans for Airship Battle involving these. Though most of those plans are probably scrapped by now.

Sure all the old story content will get used, just hopefully massively expanded upon as they have had the time.
